Much of what comes in by phone does not need a person: it needs an answer.
Opening hours, address, prices, whether an appointment is needed, what to bring. These are questions that already have an answer and that still occupy someone, almost always the person serving a customer in front of them. They get answered one by one, with different patience depending on the day and on who picks up. And the ones that arrive with the business closed do not get answered at all.

The difference between a voicemail and an answer is that the second one resolves the call.
